Cams are available on most link truck/suv tire chains.  The item description will state cams with or without Cams.  Chains with cams come complete with a appropriately sized cam tool.

Cams assist with the tensioning of tire chains. Each outer side chain has 3 or 4 cams. With the included cam tool, turn each cam clockwise to the locking notch and take up the side chain slack.

After tightening the cams, ensure that the chains are snugly fitted to the tire and there is no excessive slack. The chains should be secure and properly aligned with the tire tread. A Cam does not take the place of a tensioner, Cams can get knocked loose or come undone therefore adding a additional tensioner helps secure the chain in place.
